The Laramie Planning Commission voted Feb. 10 to approve a conditional use permit for a Starbucks coffee shop with a drive‑through at 223 South Adams Street (CUP25-0005). The motion carried 7-0.
Philip, planning staff, said the property is split-zoned (primarily B-1 with a northern strip zoned R-2M), which triggered the CUP requirement. He described the proposal as a prototypical Starbucks — a 2,400–2,500 square-foot building on approximately one acre with a parking plan showing 27–27 spaces and a 12-car drive‑through stacking lane. He said the site plan meets development standards, and staff found adequate ingress/egress, utilities, parking, and stormwater management.
Philip also noted that legal notice was published and that staff had received no public opposition. Sid Squirrel, speaking for the applicant, confirmed the design is the standard Starbucks prototype.
Commissioner Tom moved to approve the CUP “based on findings of fact and conclusions of law and subject to all staff's recommended conditions.” Donald seconded the motion. Roll-call votes recorded: Pacino — aye; Evans — aye; Matamore — aye; Heiser White — aye; O’Toole — aye; Schneider — aye; Moody — aye. The motion passed 7 yes, 0 no.
Staff said the approval is subject to adherence to the submitted site plans, building permits and other standard conditions in the staff report.
