Larimer County CPIR previews water briefings and US-287 safety talk after director retreat

Leslie Ellis, director of Community Planning, Infrastructure and Resources (CPIR) for Larimer County, told the Board of County Commissioners on Monday that a recent directors' retreat focused on communication strategies, succession planning and tracking federal funding opportunities. "We had a really productive meeting. We focused a lot around communication strategies, how we can make sure that we're transparent and engage our community," Ellis said.
Ellis previewed a series of scheduled briefings and work-plan items for February and March. Highlights she cited include:
- A presentation by the Colorado Department of Transportation (CDOT) scheduled for Feb. 24 on U.S. 287 safety improvements.
- Additional water-topic briefings: staff member Jenny will return to continue the water-adequacy conversation, and Northern Water is scheduled to speak in March about water preservation topics.
- Natural resources, open lands and parks advisory board work plans to be presented by Dalen in the coming weeks for discussion and public input.
- Ongoing work on the ranch master plan and the transportation master plan, both of which are wrapping up in February and March per Ellis.
Ellis said departments are also preparing capital-project prioritization for engineering and roads and that limited funding may force trade-offs. "There may be some trade offs given our limited funding. And we wanted to get those in front of the Board just to get feedback so that you can understand some of those trade offs," she said.
Commissioner Cross asked about the county's collaboration with a nonprofit concerning an agricultural water film project (identified in the meeting as the "Mirasol" film). Ellis said a call to continue coordinating was planned but had been rescheduled because of illness; she said Northern Water may be a potential funder and that staff remain engaged. Commissioner Cross asked, "what is the status of our collaboration with the, the nonprofit organization regarding the agricultural water film?" Ellis replied that discussions are ongoing and that she and Christy will continue the conversation in the coming days.
Ellis also said staff are monitoring federal funding announcements and working on succession-planning needs as retirements approach. The work session was brief and informational: no votes or formal board directions were recorded during the meeting.
Ellis asked commissioners to suggest additional topics for future work sessions and invited feedback on the items she previewed.
