Fremont County commissioners approved a recommendation to post a 30 mile per hour speed limit on Union Pass, an unpaved county road, after county staff presented a speed study collected at three sites along the corridor.
County staff described the study results: 80th‑percentile speeds (the engineering metric often used to set limits) were about 32 mph at the bottom of the hill (average ~24 mph), about 36 mph halfway up (average ~29 mph), and 55 mph at the top where all‑terrain vehicle (ATV) activity likely skewed the upper percentile (average ~29 mph). Staff said the recommended 30 mph limit would be adopted by county resolution and signs would be posted after formal action.
A commissioner asked whether the county needed state approval; staff said the county may set limits for unpaved roads following the identified process and that the adjustment could be made locally. Commissioners discussed the diagnostics engineers use (80th percentile, 10‑mph pace, road geometry and surface condition) and noted that the 80th percentile alone is not the sole determinant.
A motion to accept the recommended 30 mph limit for Union Pass was moved and seconded and carried by voice vote. The county will prepare a resolution to authorize the transportation department to post signage and implement the new limit.
