County moves ahead with EMS Station 1 bond documents and site plan; schedule tight to avoid spring runoff delays

County staff told the Board of County Commissioners they received final drafts of financing documents for EMS Station 1 and that a presentation from financial advisors Hilltop Securities will accompany a Feb. 11 board consideration of bond‑related approvals.
Staff said the documents now in final draft include the authorizing resolution, the trust indenture, the lease purchase agreement, site lease, continuing disclosure certificate and the preliminary official statement. Maddie from Hilltop Securities prepared a presentation that will be included in the upcoming packet. Bond counsel and underwriters have delivered final drafts for the board's review.
Separately, staff reported that civil and building plans for EMS Station 1 were submitted to the Town of Granby for a March planning commission meeting. Jeff Hickam and design staff are coordinating site plans. Staff emphasized a tight construction schedule: if the county hopes to begin initial site work (snow removal, topsoil stripping and water/sewer stub work) before spring runoff, some tasks may need to be pulled out of larger Guaranteed Maximum Price contracts and completed earlier under separate procurement methods.
Commissioners and project staff discussed weekly coordination meetings among architects, builders and the CMGC general contractor (Big Valley) to avoid schedule delays and resolve earlier communication issues. Staff noted additional reviews with DOLA (the Department of Local Affairs) ahead of a March 5 grant committee presentation in Eaton, Colorado.
Ending: Staff will circulate final bond document drafts before Feb. 11 and continue weekly project coordination; the board was advised that some early site work may be required to meet seasonal schedule constraints.
