Council directs staff to study garbage-rate options and can-replacement pilot

The Virginia City Council on Feb. 11 directed staff to provide more detailed information about proposed changes to solid waste fees and to analyze options for replacing individual residential garbage cans as part of a potential pilot program.

Why it matters: Solid-waste rates affect household budgets and business customers; the council sought comparable data to evaluate rate structures and equipment capital costs before adopting a rate increase.

Council discussion followed a review of proposed increases to garbage rates. Members asked staff to evaluate the financial trade-offs of replacing individual residential cans versus deploying 300-gallon carts and requested a pilot program cost estimate. Councillor Friedlieb emphasized the need to collect baseline and endline data for any pilot so the city can compare outcomes. Councillor Motley noted that one interviewed hauler had offered to supply new cans at their expense during vendor interviews. Councillor Bach Schneider asked that the interview committee's recommendation and proposed rate impacts for residents versus businesses be included in the next Committee of the Whole discussion. The finance director and staff confirmed that city financials for the garbage fund could be provided to inform the discussion.

Council action: The motion to request staff provide information on garbage-can replacement options and pilot costs was moved by Councillor Biondich, supported, and carried. The council also moved and supported a separate direction that staff facilitate a review comparing proposals received during the solid-waste vendor interview process and estimate incremental resident costs versus a one-time fee.

Ending: Staff will bring the requested financials and comparative vendor information to the Committee of the Whole for follow-up discussion; council members suggested including the interview committee’s recommendation and the garbage fund financials in that package.
