Council approves multiple ordinance readings, bids and appointments; travel request cleared

The Virginia City Council on Feb. 11 approved a slate of routine and substantive measures, including first and second readings of several city code changes, authorization to advertise for public-works bids, appointment of a board member and a mayoral travel request.
The council voted to approve a travel request for Mayor Larry Cuffee Jr. to attend the City Day on the Hill event in St. Paul, Minn., March 5–6, 2025, at a cost of $867.94. The consent agenda, which included approval and correction of Jan. 28, 2025, minutes and Finance Resolution No. 25-003 (schedule of bills), was moved and carried on a single motion.
Why it matters: The measures advance multiple operational and regulatory items that affect city administration (code updates), capital project procurement, and external representation by the mayor.
Among the ordinance and code actions, the council approved the first reading of an ordinance amending city code Chapter 11, Section 12 (floodplain). The council approved second readings of amendments to Chapter 3, Section 3.2 (rules and regulations relating to refuse collection and disposal); Chapter 6, Section 6.35 (garbage and refuse haulers); and Chapter 10, Section 10.01 (storage, deposit and disposal of refuse). All of those readings were moved, supported and carried by voice vote.
The council also approved resolutions to advertise for bids: plans and specifications for the 2023 street improvement project (described in packet materials) and the 2025 pavement rehabilitation project.
Other procedural and administrative approvals included authorizing the Virginia Police Department to participate in the Polar Plunge on March 15, 2025; approval of a draft request for proposals for bridal control services; and appointment of Michael Cipione to the Bridal Board.
Ending: Several of these actions were routine second readings and administrative authorizations; items requiring additional staff work were directed to return with more detail at future committee meetings.
