Public commenters urge follow-up on past recycling funding and criticize county strategic plan draft

Daniel Agasova, introduced himself with a Grand County address and told the commission he had previously been cut off from the county's Zoom meeting during a discussion. Agasova summarized minutes he reviewed from a Board of County Commissioners meeting on April 27, 2010, saying the BOCC then approved more than $10,000 to a nonprofit referred to as a Recycling Coalition. He said there was no subsequent follow-up and that the program appeared to have faded from public view. Agasova also criticized the county's strategic plan draft, saying the draft read like "sets of slogans" without "concrete numbers, no concrete goals," and compared the wording to public messaging he had seen elsewhere.
Another public commenter, Robert Wise, raised a complaint about conduct by a county staff member identified in his remarks and said he had video evidence. Wise said he had requested that the staff member resign and said: "I have the video of that, if you guys wanna hear it." The board reiterated that the county does not respond to public comment and moved on to the next item.
A separate caller, Arnel Quinn, used public comment to confirm the board's commitment to property-rights protections and asked that such protections be applied equally across the county; he referenced Commissioner Linke's public emphasis on property rights across Grand County.
No formal staff action or board response was taken during the public comment period; the board reminded speakers that the county does not respond during public comment and reiterated Zoom procedures for remote speakers.
