Grand County commissioners approve routine finance, housing authority and legal items; several authorizations granted

The board unanimously approved the minutes of Jan. 28, authorized the chair to sign a W‑9 and a declaration of wholesale/entity sales tax exemption requested by county vendors, and agreed to sign multiple auditor confirmation letters for loans held by the Grand County Housing Authority. Finance Director Curtis Lang presented those requests and asked the chair to sign the documents for auditing purposes.
Commissioners also approved the county'wide vouchers and wire payments for Grand County, the Department of Human Services and the Grand County Housing Authority, a weekly batch that included the county's monthly electric bill and its share of Tabernash Meadow sewer payments.
Road and Bridge staff briefed the board on the 2024 Colorado Department of Transportation Highway Users Tax Fund Report and the board accepted the report and authorized signatures to file it. David Buckley, Road and Bridge, said mileage totals matched prior years and noted a minor mileage adjustment is expected in 2025.
Seated as the Grand County Housing Authority, the board approved a contingent down payment assistance loan of $10,000 from the CMHC down payment assistance fund for a county borrower; Housing Authority Director Sheena Darling said the loan approval was contingent on a satisfactory settlement statement and inspection and that the loan is a soft second amortized over 20 years. Commissioners also approved an update to housing authority account signers, removing a former board member and adding a current member and staff signers, and directed the attorney's office to draft the required resolution.
In legal business, the county attorney asked the board to approve a mediation agreement in a case brought by Will McDonald challenging county short‑term rental authority; the commissioners authorized the chair to sign the agreement. The county provided the case number in the meeting: 2024CV30027.
The board also authorized the chair to sign a Colorado Parks and Wildlife Impact Assistance Grant application for state wildlife area lands in Grand County, and approved staff requests to sign routine documents submitted by other departments.
