Grand County commissioners adopt board strategic priorities resolution

The Grand County Board of County Commissioners on Jan. 14 approved Resolution 2025-1-15 adopting the board's strategic priorities.
The resolution, moved and approved during the commissioners' meeting, passed by voice vote. The motion was read into the record as "to approve Resolution 2025-1-15." The board recorded multiple "Aye" votes and the measure was adopted.
Board members and staff said the document is intended to provide direction for county departments rather than to serve as a comprehensive master plan. County Manager Ed Moyer thanked staff and commissioners and described the document as the commissioners' priorities, not a typical strategic plan: "this is not a typical strategic plan by any means. These are really, Board of County Commissioners' their priorities," Moyer said.
Commissioners and staff discussed the distinction between the adopted priorities and a forthcoming planned-use or master plan. Moyer said the county intends to pursue a separate master-planning process, including pursuing a DOLA grant to help fund broader community input and planning work.
The resolution was adopted by the board as presented. No specifics of budget changes or programmatic commitments were enacted by the resolution itself; staff said the priorities will inform department work plans and future agenda items.
The board scheduled follow-up and implementation steps through department leadership and future agenda items, and staff said they will bring the planning/grant application steps back to the board for consideration.
