Harvey County grants access easement to Avcon Industries for former Mennonite Press building

The Harvey County Commission voted to grant an access easement from Oliver to the property boundary for the building recently purchased by Avcon Industries (the former Mennonite Press building).
Brian Palmer, Aviation Director for the City of Newton, explained the request: because the airport property is not separately platted, title insurers required a formal easement guaranteeing access so the company’s title insurance would be insurable. Palmer said roads providing access (Fifth Street, Sixth Street) already exist, and the easement is a formal guarantee that access will remain available.
A commissioner moved and a second was recorded. The motion to grant the easement passed by voice vote with all commissioners voting in favor.
The easement mirrors a similar accommodation made when Avcon previously purchased a hangar property in 2022, Palmer said. The commission did not attach additional conditions at the meeting.
