Doral council approves $21 million budget amendment to fund settlement and land acquisition

The City of Doral City Council on Feb. 12 approved an amendment to the fiscal year 2024–25 general fund adding a $21,000,000 net increase in expenditures to fund a settlement agreement and the acquisition of land from Doral 10 LLC.
Finance Director Solange Perez told the council the budget change is needed to fund the settlement agreement and land acquisition approved previously by the council via Resolution 25-37 and that exhibit A to the ordinance provides a detailed summary of the amended line items. Perez said the increase will be funded with an ‘‘end use of fund balance / reserves.’’
The council opened and closed public comment on the ordinance without speakers and then approved Ordinance No. 2025-10 on first reading. Councilman Binetto moved the motion, Councilwoman Nicole Reynoso seconded, and the roll call as recorded in the meeting transcript shows Councilwoman Reynoso, Vice Mayor Maureen Porras and Mayor Kristy Fraga voting yes; the motion passed.
The ordinance’s text provides for transmittal by the city clerk, implementation, incorporation into the code where applicable, severability, conflict resolution and an effective date. The council did not provide additional line-item detail on the record beyond the reference to exhibit A and the stated funding source of fund balance/reserves.
The amendment will be included in the city’s published budget documents and procurement and implementation will proceed under existing administrative controls unless the council takes further action at a later meeting.
