Board approves survey and ARPA-funded engineering support as landfill expansion moves forward

Commissioners approved two planning steps on Jan. 13 to advance a vertical expansion of the county landfill: a $3,800 survey to establish perimeter control points and topography for berm and drainage design, and an ARPA-funded allocation of up to $65,699.10 for Terracon to provide technical services on a time-and-materials basis.
Tony Molini of Terracon and a KDHE representative discussed the need for additional survey data surrounding the waste boundaries so engineers can design perimeter berms, the berm/ditch channel and erosion controls that will maintain the facility's permit compliance as the county raises grades inside the landfill. "We increased the capacity from 288,000 into 316 317,000 yards," an engineer said, noting the vertical expansion buys roughly nine to ten years of additional capacity in the current cell footprint.
The board directed staff to proceed with the survey and to track ARPA funds carefully; Terracon will submit billing and documentation suitable for SLFRF reporting.
