Public Works details culvert failure on 900 Road, opts to salvage pipe and proceed after thaw

Public Works staff told the Linn County commissioners on Jan. 13 that an 11-foot-diameter culvert installation along 900 Road had partially failed during backfill and that engineering guidance from the pipe supplier and the project engineer differed on the appropriate repair approach.
Tom West and operations staff explained the site had been backfilled to incomplete cover when one culvert barrel deformed. The pipe supplier's recommendations suggested specific backfill materials and placing a concrete collar at dislocated joints; the county engineer and Public Works discussed options including salvaging a 15-foot section from an adjacent 30-foot barrel and installing an existing 11-foot pipe already on-site.
"I think we need to dig that east tube out," Public Works said, and recommended using the already-purchased 11-foot culvert and banding sections together rather than attempting to re-form crushed metal. Commissioners asked staff to proceed with the plan but to pause heavy construction until ground conditions improve to avoid additional site damage. Staff said the approach keeps the project within permit limits because one barrel maintains the natural flow, and the alternative of extensive welded wing walls and deadmen would be more costly.
Public Works also reported routine winter maintenance, equipment repairs and prioritized bus routes during storms; the board authorized up to $6,000 for dozer repairs in the same meeting.
