County staff to expand contractor bidder portal; commissioners discuss courthouse roof, gazebo repairs and use of in-house contractor

Linn County public works staff told commissioners they will expand and formalize the county’s online bidder contact list and vendor portal, and the board asked staff to draft categories and outreach steps so more local contractors see county bids.
Sean West, public works administrator, and others described an existing web form that accepts contractor listings and recommended improvements such as clearer category subtitles (heating/air, roofing, tires) and a routine annual outreach to encourage local vendors to add or update their information. Commissioners directed staff to work with Pam (website/IT support) to add categories, then reach out to potential bidders so the portal becomes a reliable procurement tool rather than an informal repository. “If we put that list out there and we work at getting the reaching out to them, and then they give us the information back, as long as we've sent it to them... it only benefits us,” a commissioner said during the discussion.
Related to upcoming capital work, commissioners discussed the courthouse roof repairs and replacement or refurbishment of a downtown gazebo. Staff reported prior insurance-based repair specs were used in the earlier RFP and that a few contractors have expressed interest; they asked whether to rebid the work. Commissioners instructed staff to publish the bid again through the county’s normal channels (county newspaper and the vendor portal) and to involve the county’s construction consultant, Randy (name on contract), in qualifying bids and reviewing specifications. Staff also warned that historical-preservation rules could limit replacement materials on the courthouse roof and recommended contacting the State Historic Preservation Office before finalizing specifications.
Commissioners discussed whether the gazebo work would require competitive bidding or could be performed by the county’s consultant under an existing contract clause that allows county employees/consultants to perform some construction when “in the best interest of the county.” The board asked staff to get a plan and cost estimate for the gazebo and to return with recommended procurement steps.
No formal procurement decision (award) was made at the meeting; staff received direction to update the portal and return with bid-ready documents for the roof and gazebo.
