County staff to seek bids for one-year land lease at 9310 Thomas Road; survey, taxes and airport lights under review

County staff reported they will submit an RFB today for a one-year land lease of property at 9310 Thomas Road and are checking legal and tax implications of dividing and leasing portions of county-owned land.
Staff told the commission that, as an example, if the county owns 100 acres but leases 22 acres, the county would pay taxes only on the leased 22 acres if the parcels are separately surveyed and assessed; that change could reduce annual taxes for an airport parcel “from $38,000 to $23,000,” and possibly to about $14,000 in another scenario (described in the meeting as a different tax classification). Staff called the numbers “ballpark” figures and said they will confirm them with counsel and taxing authorities.
The commission also discussed airport lighting. Staff reported that some lights may be repairable and that troubleshooting will resume once weather improves; they reminded commissioners the airport is currently designated as a “dusk-to-dawn” unusable airport in county notices while lighting remains inoperative. Staff said they will consult county legal counsel about any liability questions raised by the public.
Separately, staff said they would consult legal counsel on property-tax issues and the survey needed to split parcels, and will follow up with the commission with legal guidance and confirmed tax figures.
