Reno County commission authorizes joint public‑management internship with Hutchinson

The Reno County Commission authorized creation of a jointly funded public‑management internship program with the City of Hutchinson to place a graduate‑level intern in county and city departments.
County Administrator Randy Portington told commissioners the internship would run roughly June through May each year and would be aimed at recent graduates or students in a master’s of public administration program. Portington said duties would rotate between county and city departments and provide assistance on projects such as strategic planning, EMS and public works initiatives.
Portington said the city and county would jointly hire the intern; the county would employ and supervise the position while the City of Hutchinson would reimburse 50% of the cost. He said the initial hire would be posted in March with a June start if the commission authorized the program.
Commission discussion included funding and office location. Portington said the county would shuffle existing general‑fund resources to cover the initial six‑month period so the program would not create an immediate budget shortfall; he estimated the county’s share for June–December would be roughly $30,000. Commissioners asked about title and supervision; Portington said the role would be an internship or fellowship with duties similar to an assistant to the county administrator but without supervisory authority.
A motion to authorize creation of the program was moved and seconded and carried on a roll call vote. Commissioners Ron Hurst, Vincent, Parks, Winger and Buckner voted yes.
Portington said human resources for city and county would finalize a job description and post the position with the goal of hiring in June.
