County attorney gains part-time contract attorney and names assistant; commission approves hires

County Attorney Justin Meeks sought commission approval to change staffing in his office and reported results of an executive session on personnel.
Meeks said he would “be bringing on a contract attorney, Mr. Mark Hagen, part time,” to cover dual dockets every other Wednesday and that Hagen would be paid $2,500 a month as a 1099 contract attorney. Meeks asked the commission to approve that arrangement and presented a contract.
The commission moved and seconded to approve Mark Hagen as a part-time contract attorney for the County Attorney’s Office; the motion passed on a voice vote.
Meeks also proposed making Burton Harding an Assistant County Attorney. Meeks said the change responds to heavy docket loads and a regional shortage of attorneys; Harding would accept a salary reduction to $52,000 per year to take the role. Commissioners approved the hire and salary change on a voice vote after a motion and second.
Meeks noted to the public that his office budget was not increased by these changes; he said his overall budget is slightly reduced and he would bring any technology upgrade needs to the commission during budget season.
These personnel actions followed an earlier executive session for non-elected personnel that the commission held during the meeting. Meeks said he sought the executive session to discuss job performance and functions and told the board he hoped there would be follow-up action after the session.
