Richland County highlights balanced budget and infrastructure investments in 2024 review

The official said the county made multimillion-dollar capital investments without taking on new taxpayer debt and maintained one of the state’s lowest county sales tax rates.
The county invested $500,000 toward improvements at Sterkel Park in Mansfield, the official said, and the first two phases of the park project are complete. Amenities now available, according to the remarks, include fitness equipment, pickleball courts, ping-pong tables and playground equipment designed for a range of abilities.
Officials also described the relocation of the Clerk of Courts office to a larger facility. The office now has space the official said will help staff manage about 6,000 cases annually and provides room for an additional courtroom under construction in the Court of Common Pleas General Division.
Public-safety upgrades in 2024 included nearly $250,000 in repairs and improvements to the county’s network of 44 tornado sirens, the official said. The county is partnering with the city of Mansfield to install four new sirens inside Mansfield city limits, where the official said none currently exist.
At the Richland County Fairgrounds, the county helped fund a new $1.2 million multiuse show arena that provides nearly 10,000 square feet for animal shows and other events, the official said. The county’s contribution was described as coming from a grant alongside other donors; specific grant program names were not specified in the remarks.
The county continued a major broadband effort in 2024, the official said, installing high-speed fiber east to west along Route 30 and advancing an $8 million county broadband expansion targeted at rural parts of northern Richland County. The official framed expanded high-speed internet as support for education, health care and business.
The presentation framed the year’s projects as laying groundwork for future investment and emphasized fiscal discipline and strategic infrastructure spending as guiding principles moving forward.
