Ellis County signs concurrence for state review of emergency operations plan

Ellis County commissioners on Feb. 4 approved a concurrence document that allows the Kansas Division of Emergency Management to perform a formal review of the county's Emergency Operations Plan (EOP).
Lyle Pantle, Ellis County emergency manager, told the commission the concurrence is a required step before the state conducts a formal review. "The concurrence document gives the state approval to do an actual formal review of our plan, which needs to be updated about every five years," Pantle said.
Pantle said the largest practical change since the last update is the addition of an "EOP Mapper" feature that lets planners and outside responders visualize plan elements on a map. He also warned that an unapproved EOP would put the county at risk of losing eligibility for state emergency-preparedness funding, including the Emergency Management Performance Grant.
The plan itself, Pantle said, is extensive: "It's currently 684 pages," he told the commissioners. He noted the plan is designated "for official use only" and is not released to the general public for security reasons.
Commissioners moved and seconded the motion to allow the chair to sign the concurrence document; the motion passed 3-0. Pantle said he will return to the commission after the formal review is complete so the commission may adopt and promulgate the updated plan.
Ending: The concurrence allows the state to proceed with its review; after state approval, county staff will return the fully reviewed plan to the commission for formal adoption.
