East Grand Forks council forms four-member steering committee for recreation facility improvements

The East Grand Forks City Council on Jan. 21 adopted Resolution 25-01-12 establishing a four-member Recreation Facility Improvement Project Steering Committee to work with the project design team on scope, budgets and public input.
City Administrator (staff) described the group as "an important milestone in this project" and said it would be made up of a member of the City Council, the mayor, the city administrator and the parks and recreation director, working with the design team and contractors to identify scopes of work, budgets and public input. "This small group is able to work closely with the project team to keep things moving efficiently," the City Administrator said.
The resolution names Mayor Mark Olstead; Council Member Karen Peterson; Reed Hutton; and Jeremy King as the committee membership referenced in the meeting record. The staff member said the body would report back to the City Council as the project progresses.
Mayor Mark Olstead reminded the council that the full City Council retains formal authority over contracts and financial commitments exceeding the city administrator's authorization limit; the City Administrator confirmed that limit in discussion as $50,000. The council will separately approve any formal bid lettings and any financial commitments above that threshold.
Council action: the council approved the resolution by roll call. The motion to adopt Resolution 25-01-12 was moved by Pukhovinsky and seconded by Schumacher; the roll call recorded unanimous "yes" votes from council members present and the motion passed.
The steering committee is intended to streamline design decisions and public outreach during the parks and recreation improvements while keeping final contracting and major financial approvals with the council.
