East Grand Forks City Council approves series of resolutions, contract awards and bylaws change

East Grand Forks City Council members voted Feb. 4 to approve a package of routine minutes, resolutions and contracts, including a bylaws change for the Parks and Recreation Commission, authorization to submit a federal BUILD grant application for the East Grand Forks–Grand Forks Bridal Crossing project and a $103,952.92 sewer-cleaning contract.
The votes covered a mix of administrative and capital items the council said were standard business for the new year. City staff told council members the BUILD application had already been submitted under the program’s new name and the resolution would formalize the council’s endorsement.
The council approved minutes from the Jan. 21 council meeting and the Jan. 28 work session. Council members also adopted the consent agenda (items 3 and 4) by a single motion. The Parks and Recreation Commission bylaws were amended to change regular meetings from monthly to quarterly. The council approved a resolution supporting the 2025 BUILD grant application for planning activities for the East Grand Forks–Grand Forks Bridal Crossing Project and authorized the city administrator to submit the application. Staff stated they expect to hear results of the grant application by June.
Other formal actions included awarding the city’s 2025 annual sewer-cleaning contract to Johnson Jetline Inc. for $103,952.92 for project areas 1 and 2, rejecting an alternate option; ordering improvement and preparation of plans and specifications for the 2025 city project No. 3, Lift Station 13 Rehabilitation; approving the city’s opinion to be filed with the Federal Transit Administration along with an FTA application; and authorizing the filing of applications with the FTA for federal transportation assistance.
On claims, the council adopted a resolution approving a purchase from Border States Trophy (check No. 43899) for $80 and recorded that Council Member Riopelle is personally financially interested in that contract; Riopelle abstained on the vote and the motion passed. The council also authorized the city administrator and clerk-treasurer to issue payments of recommended bills and payroll.

The council held brief staff and council reports after the formal business; Mayor Mark Olstead thanked the community for condolences on a family death, and Council Member Tammy Schumacher spoke about community support related to her family’s recent foster placement. Those remarks were personal updates and not council actions.
