Staff pushes South Water Tower bonding request after MMUA conference; compensation study to kick off

City staff reported on takeaways from the Minnesota Municipal Utilities Association (MMUA) legislative conference and on a planned city compensation study.
Staff said they met with Senator Johnson and Representative Gander to discuss a South Water Tower bonding proposal and that staff will prepare materials in case a bonding bill emerges. "We talked about the South Water Tower bonding proposal, and so they're gonna put something together for us on that," staff reported. Staff noted it is uncertain whether a bonding bill will pass but said early outreach is useful.
Staff also described coordination with the West Central Regional Water District and the Minnesota Department of Natural Resources on water-source planning, and said the city will prepare its annual distributed energy resources report for the commission in a future meeting.
Separately, the city has begun a compensation-study process. Staff reached out to Drone and Associates and identified Tessa Melvin, who previously conducted the city's 2019 study. The plan is to complete the study by the commission's second June meeting and then use the results in union negotiations and staffing decisions.
The report was informational; no formal commission action was taken at the meeting to authorize bonding or contract awards for the compensation study.
