The Hardin County Fiscal Court on Feb. 11 approved Ordinance No. 341-2, Series 2024, described in the meeting as an annual standing order to preapprove certain recurring expenses tied to ARPA project funds for DLG. The ordinance passed on a single reading by unanimous roll call.
Why it matters: the standing order is intended to streamline recurring payments for ARPA-funded projects administered through DLG, reducing the need for repeated individual approvals for routine expenses tied to those projects.
The court began by approving the minutes from the previous meeting by unanimous roll call after a motion and second. The court then took the ordinance up; the judge read the ordinance text aloud and the measure passed after a motion and second and a roll-call vote with every magistrate voting yes.
The court also approved a consent agenda that included financial claims and utility claims (items A and F), several personnel items affecting EMS, the road department and 9-1-1 (items B, C and D), and Resolution 27 awarding bids for road materials and fuel prices (item E). Resolutions 29 and 30, both related to mowing contracts, were pulled from the consent agenda and postponed for additional review at the next meeting.
Roll-call votes recorded during the meeting show unanimous approval on the minutes, the ordinance and the consent agenda. The recorded voting members and their recorded votes were: Magistrate Clem (yes); Magistrate Hicks (yes); Magistrate Muse (yes); Magistrate Pennington (yes); Magistrate Saltzman (yes); Magistrate Thompson (yes); Magistrate Whitehead (yes); Magistrate Yates (yes); Judge Executive Keith L. Tall (yes).
No member publicly opposed the ordinance or the consent agenda during the meeting. Two mowing-contract resolutions specifically were removed from the consent agenda for further review and will be considered at the next meeting.
The court adjourned following brief magistrate comments and scheduling reminders.
