Council authorizes abatements at two properties and revises municipal flagpole practice for winter

Brainerd City Council on Feb. 3 approved code‑enforcement actions for two properties and directed changes to how the city manages several municipal flagpoles during winter months.
Safety & Public Works Committee chair Tad Erickson presented two items arising from code enforcement. Council authorized staff to obtain an administrative warrant and abate the property at 823 Willow (including modifying a $300 monthly citation to $100 per day) after multiple notices, citations and unresolved off‑street parking violations. The council also approved seeking an administrative warrant to abate garbage, junk and debris at 430 D Street Northeast. Both motions passed by voice vote.
On municipal flagpoles, staff reported several flags were not lowered to half‑staff when requested and that many downtown or park flagpoles are not accessible without a lift. The committee recommended taking down several park flagpoles for winter, removing some on the historic water tower and keeping the City Hall flagpole and one lit downtown pole in service year‑round. Council approved the recommendation and authorized staff to seek bids for replacement flagpoles with internal lowering mechanisms and lighting to avoid renting lifts for flag changes.
Separately in committee business the council approved allowing Mr. Perner to assume four leased parking spots formerly leased by Bob and Fran in the alley parking lot, provided the current lessees consent. The council noted there is a waiting list for parking stalls but approved the transfer so long as the lessees agree.
Ending: Staff will pursue administrative warrants and abatement procedures, proceed with bid solicitation for new lit flagpoles, and finalize any parking lease transfers pending consent of current lessees.
