Park staff reported Jan. 28 that most park flags are taken down and stored for winter because harsh conditions damage flags, and that staff remove, fold and store them for spring. Staff said downtown flagpoles are difficult to service in winter because poles require a lift to reach; the city enlisted BPU to lower and secure downtown flags when requested.
Staff sought board direction on whether the water-tower flag and other downtown flags should be taken down for the winter if the board cannot reliably place them at half staff. Mayor Dave advised that decisions about downtown and boulevard flags are a City Council matter and suggested routing the question to the council while the parks staff would follow council direction regarding flags in parks. Staff noted the only flag remaining up during winter is at City Hall under past practice but said the parks could comply with any council directive on broader downtown flag policy.
