Commission allows Election Commission to shift funds for one month while staff compiles benchmark of costs

Election Commission staff reported two major overages from the recent election cycle: election-worker pay (current expenditures $332,721.13, about $52,721.13 over the committee’s prior budget number) and overtime (over by about $4,561). Staff said higher turnout in the presidential election and new equipment that requires two-person lifts had increased personnel and rental costs.
Committee members noted the legal context. A speaker read the relevant statutory language from Tennessee Code Annotated Section 2-12-109(a)(1), which says the county is responsible for funding the operations of its election commission and that, if a county fails to appropriate funds reasonably necessary to discharge statutorily mandated duties, the commission may petition the chancery court to compel appropriation.
Some commissioners proposed appropriating an immediate supplemental amount (discussion referenced $60,000), but a motion was amended: rather than add funds now, the committee voted to allow the Elections Department to reallocate existing funds across line items for one month, return next month with benchmarking and a line-item analysis, and then revisit any supplemental request. Commissioners asked county audit and finance staff to assist with the benchmark and to provide a month-by-month spending breakdown.
The committee recorded the motion and the amendment and approved the amended motion by voice vote.
