Odessa council approves deed assignment, bank signature updates, small donations to fire rescue and three commission appointments

On the deed: The council authorized the mayor to sign a quick-claim deed assigning the city’s interest in an alley that, the staff report said, was abandoned by ordinance in 1974 but for which a recorded quitclaim deed had not previously been filed. The motion passed unanimously after a brief staff explanation.
On bank signatures: The council approved an update to the city’s bank signature card for its primary operating account, adding specified staff members. Kayla Hedges was identified in the meeting as the city’s chief financial officer; council members noted that policy requires two signatures on checks over $10,000 — the city manager’s and a finance department signature — and staff said separate resolutions for government pools will be brought to a future meeting.
On Odessa Fire Rescue donations: The council authorized Odessa Fire Rescue to accept and expend two donations: $8,000 from the Odessa Community Foundation and $5,000 from JL Heritage LLC (presented as a donation from John Harris). Chief Cotton presented both items and the council approved each motion unanimously. Chief Cotton also discussed a proposed return to traditional department lettering and said the department would put a new logo on some uniforms.
On appointments: The council approved three appointments to city commissions by unanimous vote: Vicky Gomez to the Board of Survey, Filiberto Gonzalez to the Capital Improvement Advisory Committee, and Andrea Quiroz to the Midland Odessa Urban Transit District seat whose term was listed as up on Jan. 30, 2025.
