The Belton City Council voted to approve the final reading of an ordinance amending the Old Town Belton redevelopment plan to designate the 501 Pine Street project as Redevelopment Project 2025-2001 and to authorize the tax abatement described in the ordinance.
Council members discussed how code-abatement actions interact with redevelopment abatements. A council member asked whether outstanding code violations (a separate code-abatement process) would be addressed as part of the 501 Pine Street abatement. A staff member explained the two processes are typically treated separately but noted the developer or property owner’s abatement Memorandum of Understanding requires the property to be in compliance with all city codes for the term of the abatement and that failure to comply may terminate the abatement. “Your property cannot have code violations,” staff said.
Staff also described the procedural steps remaining after council approval: the city must complete the cost-certification process and approve certificates of abatement that are sent to the county before issuing a valid abatement to the property owner, meaning additional conditions must be satisfied after the council’s vote.
After discussion, the council took a roll-call vote. The minutes show the mayor and all council members present voted in favor and the motion carried.
The council did not discuss substantive changes to the abatement terms on the floor; staff emphasized that the MOU and later certification steps serve as enforcement points if code compliance issues arise.
