The package includes consolidated allowed-use tables and renumbered cross-references to the new 21.58 design standards, small edits to development incentives (Chapter 21.55) to adjust stacking and progression of incentives, removal of a town-center-specific incentive from 21.55 with a statement added to 21.10 to preserve an existing project's approvals, and other clarifications across multiple chapters. Fry said staff's goal was to avoid unintended changes in allowed uses when consolidating scattered provisions.
Commissioners moved and seconded both actions; both motions were approved by voice vote and recorded as approved. Staff indicated the commission's report will be forwarded to city council.
Staff and commissioners also discussed specific carryovers and clarifications: hotels allowed in certain zones may require the city to permit transitional housing and emergency shelters under state law; mass timber flexibility language to permit deviations needed to accommodate mass-timber construction; and cross-references to new numbering for code sections that will become effective together.
