Kenosha Redevelopment Authority to Consider Minor Bylaw Changes; Action Deferred to Next Meeting

The Kenosha Redevelopment Authority on Feb. 25 reviewed proposed minor amendments to its bylaws, including updating the principal office address and changing the month for officer elections from December to November, and agreed to take action at a later meeting.
Authority staff told members the changes are intended to reflect current practices and clarify the order of business. Staff said the draft also would shorten or remove broad "unfinished new and miscellaneous business" language so the agenda focuses on items intended for discussion and action. "In the bylaw amendments, it says that you can only make an amendment after you have heard it at 1 meeting. You have to wait until the next meeting to act on it," a staff presenter said.
Why it matters: The proposed edits would align the bylaws to current practice — moving election timing and correcting an out-of-date office address — and tighten agenda language to avoid discussing items not posted for action.
During discussion, Authority member Jim, who has served in the public sector for many years, supported removing "unfinished new and miscellaneous business," saying it reduces chance of unposted actions and is consistent with modern public-sector practice. Member Keeska asked how members could raise new topics for consideration; staff and the chair said members can ask staff to investigate items and request those items be placed on a future agenda. "You can ask us questions and you can say, hey, I've seen this somewhere else. Could you look into this?" staff said.
No bylaw changes were adopted at the Feb. 25 meeting. Staff recommended and the authority agreed to receive the report on file and bring formal amendments for consideration at a subsequent meeting, consistent with the bylaws’ notice requirement.
Votes at a glance: The authority voted to receive the bylaws report on file. The motion passed with all members voting in favor.
The authority chair and staff said a formal motion to amend the bylaws will be prepared and presented for action at the next meeting.
The authority also approved minutes from its Dec. 3, 2024 meeting at the start of the Feb. 25 meeting.
