Commission recommends quick-claim deeds for utility parcels to support shoreline project

The Kenosha City Planning Commission on Thursday recommended approval of two quick-claim deeds: one from the Kenosha Water Utility to the City of Kenosha for a Seventh Avenue right-of-way parcel and a second from the City of Kenosha for right-of-way parcels associated with 70 Eighth Street and 70 Ninth Street. Staff said the deeds are part of a larger effort to square up ownership and lot lines for the wastewater treatment plant and the adjacent Dunes property to enable shoreline revetment work.
Curtis Zernicki, representing the Kenosha Water Utility, told the commission the conveyances are part of a larger process to clean up ownership lines for the wastewater treatment plant and the Dunes parcel, and to enable a potential sale to the state for shoreline restoration. A staff presenter said the commission’s action would dedicate existing right-of-way and help the larger project move forward; staff recommended approval of both items.
A commissioner spoke in support and framed the action as enabling the Wisconsin Department of Natural Resources to perform major shoreline restoration to address shoreline loss caused by high water and storms; the commissioner noted the project will help connect parkland to the north and south and praised the city’s participation.
The commission moved and seconded approval of both quick-claim items together; the roll call recorded ayes for the members on the record and the motion carried. Staff said the deeds would be recorded as part of the larger shoreline project and that the action would enable future work by state agencies on the Dunes shoreline.
The commission’s action is a recommendation and the deeds will be recorded or otherwise executed as required by the city and any partnering agencies; staff presented the items as administrative steps to support an anticipated shoreline-revetment project.
