Council approves grant application and advances budget, fee items; manager updates ConAgra sale, pier work, marina awards

The Huron City Council on Feb. 11 unanimously approved Resolution No. 18-2025 authorizing submission of a grant application to the Ohio Department of Transportation Highway Safety Improvement Program (HSIP) for the South Main Street streetscape project in an amount not to exceed $500,000 and authorized the city manager to accept the award if successful.
"The maximum you can apply for is 500, so that's what we're gonna try for," Mr. Hamilton said, describing eligible uses such as crosswalks, multiuse pathways and other pedestrian-safety improvements. City staff said the HSIP application deadline is March 31.
On ordinances, council voted to place Ordinance No. 2025-3 (codifying transient rental registration fee) on second reading and to place Ordinance No. 2025-4 (supplemental appropriations) on first reading. Mr. Schrader explained Ordinance 2025-3 codifies existing annual transient-rental registration and reinspection fees — $400 for a license and $50 for reinspection—"the dollar amounts have not changed compared to prior years." Mr. Lasko explained Ordinance 2025-4 primarily moves about $21,220 out of personnel services into a contracted-services line to pay two contracted finance staff and increases a health-care-plan appropriation by $100,000 to cover HRA claims from 2024.
In the city manager's report, Lasko said the ConAgra property purchase agreement was fully executed Feb. 7 and escrow is with Hartung Title; the developer's due-diligence period has started. Lasko also reported the U.S. Army Corps of Engineers expects to work on West Pier reconstruction roughly from early July through late November, with staging and access impacts on the north end. Parks and recreation staff announced three Lake Erie Scenic Vista designations (Lakefront Park, Rotary Centennial Park and Lighthouse Pier) through ODNR and said the Huron Boat Basin Marina earned Ohio Clean Marinas gold-level certification.
Public-power updates noted a distribution-rate study is under way and that expansion work under the railroad tracks is delayed because the contractor cannot locate a main federal fiber line; the city is coordinating with Norfolk Southern and the contractor to resolve the issue.
Council also approved the minutes of the Jan. 28, 2025 work session and regular meeting. Later in the meeting council approved three executive sessions covering property purchase, economic-development confidential information and personnel matters; no decisions were announced after executive session.
