The board’s presiding member called for approval of two sets of minutes — one described at the meeting as from Wednesday, Dec. 11, and one from Wednesday, Nov. 13 — and members voiced “aye” for approval. Later, the presiding member said the board lacked a quorum to vote on the grant funding request and asked whether the board should nevertheless receive a presentation. Several members replied that the board should wait until a quorum was present so absent members would be informed of the discussion.
The lack of quorum drew repeated public comments from applicants who said repeated missed meetings had delayed their projects. One applicant said she had to solicit two bids and feared extended delay for signage and mural work if the agenda item was delayed again. Another speaker — identified in the meeting as having an earlier application (Mr. Biddoff) — was cited as an example of an application delayed by previous failures to reach quorum.
Angela, a redevelopment staff member who handles application review and the grant account, told applicants that an item is scheduled for the board only after the application is fully reviewed and ready for placement on the agenda. “Depending on the documents and the status of your application, Angela will keep in touch with you,” a staff member said at the meeting. The board discussed whether program language should be adjusted to address repeated delays when items do not appear because of quorum shortages.
Members suggested recruiting more applicants and residents from the Main Street CRA and South Atlantic zones to improve attendance at board meetings. No formal direction to staff or ordinance changes were adopted during the meeting; the conversation remained at the level of discussion and proposal.
Board action: the minutes were approved at the meeting. The grant funding request was not acted on because of a lack of quorum; applicants were advised to submit completed materials for staff review so items can be scheduled when ready.
