Town to use shared counsel, advance planning for Sawmill/Whiteland roundabout funded by MPO

Staff told the council that Whiteland, Johnson County and a partner had been awarded Indianapolis Metropolitan Planning Organization funding for a roundabout at Sawmill and Whiteland Road. Construction will not occur until fiscal year 2028, but staff said preliminary engineering must begin.
Because the three parties use different retained counsel, staff asked whether the town would agree to a conflict-waiver arrangement to allow shared counsel (Lynn Bray and William Barrett Wolkowsky referenced) to support preliminary agreements and engineering. Council members said they had no objection and indicated prior use of Lynn Bray for town matters.
Council asked staff to proceed with legal arrangements and early engineering work so the town can meet MPO grant timelines.
