Council approves investigation contract for Seventh Avenue culvert; on‑site work expected this month

The Oshkosh Common Council on Feb. 11 approved an agreement with Rambel (Ramble) Americas to begin an investigation of conditions affecting Seventh Avenue, including a culvert issue that residents have raised.
The agreement appeared on the consent agenda and passed with a unanimous 5‑0 roll call (Nichols, Larson, Eslinger, Flom and Buol voting aye). City staff said the consultant’s team will begin initial data gathering and that a subconsultant plans to be on site later this month. Staff told council they do not expect a full report until early April as the team collects and digests data.
Council members asked that staff keep Seventh Avenue residents routinely updated on investigative work and the consultant’s final report. Council member Fall asked specifically that residents be apprised of any activity around their properties once ground conditions change in spring.
The item was described by staff as a next step in an ongoing effort to understand problems in that area; council members praised the progress toward an investigation.
The contract was presented as part of the consent agenda. Staff said work on the investigation will start shortly and that the city has already met with the consultant to kick off the project.
