The Springfield City Commission held a public hearing Feb. 11 on a request to rezone 0.95 acres at 0 East Street from M-1 (General Manufacturing) to M-2 (Heavy Manufacturing). City planning staff told the commission the owner changed in October 2024 and that the current M-1 zoning does not allow salvage-yard uses, whereas the proposed M-2 district would permit salvaging under conditional use review by the Board of Zoning Appeals.
Staff said the Clark County comprehensive plan designates the site for industrial uses and described East Street as a 60-foot collector. City staff recommended approval, noting the parcels are surrounded by heavy commercial and light industrial uses, and that any structures, signs or fences would be reviewed for zoning and building-code compliance. City code enforcement reported the property was in violation of Springfield codified ordinances chapter 11.24 and 7.39.02 and said, if rezoned, the owner would need a salvage-yard license and follow plan-review and permitting steps.
Commissioners heard that the city planning board also recommended approval. At the hearing, no members of the public registered objections to the rezoning. The commission voted to receive and file the communication related to the hearing and later placed the rezoning on the agenda as a first reading (title only) of an ordinance to amend the zoning map.
Why it matters: Rezoning from M-1 to M-2 would allow salvage-yard operations on properties where that use is not presently permitted, shifting which uses are conditionally allowed and triggering licensing, screening and plan-review steps before salvage operations could begin.
What’s next: City staff advised that plan review, permitting and a salvage-yard licensing process (and, if needed, Board of Zoning Appeals action on conditional use) would follow if the commission approves the rezoning on subsequent readings.
