Hunt County selects MTG for engineering services on $750,000 Texas CDBG effort after tie in evaluation

Hunt County Commissioners Court on Feb. 11 approved selecting MTG (an engineering/architecture firm) as the county’s recommended provider for grant pre-application, application and project implementation services tied to a potential Texas Community Development Block Grant (CDBG) administered by the Texas Department of Agriculture.
County staff said the county issued a request for qualifications and received four responses. Evaluation scores shared with the court were TRC Engineers: 300, MTG: 300, Sean Berger & Polk: 280, and Dunaway: 258. A three-person review committee that included Commissioner Harrison, Commissioner Monroe and Chris Kilmer evaluated the submittals with scoring support from GrantWorks. Commissioners said MTG and TRC were “neck and neck” in the scoring; one commissioner said a prior working relationship gave MTG a practical edge: “My recommendation would go to MTG.”
The CDBG program cited by staff offers up to $750,000 for eligible activities such as road and drainage improvements in underserved areas; staff said the county has previously participated in similar applications through rural water districts and is beginning a process to apply for a county-led project.
Why it matters: If the county is awarded a Texas CDBG grant, the selected firm will support pre-application, application and potential project implementation for infrastructure improvements. County officials described the award as a step in a process rather than a contract for construction work.
The court approved the selection of MTG by voice vote; the record shows a motion and second followed by “motion carries.” Staff said final contract details and scopes will follow the grant-application process.
No dollar value for the engineering services contract was specified at the meeting; GrantWorks provided scoring and will assist with the grant application process.
