The School Committee voted unanimously on Feb. 11 to designate Norfolk Agricultural High School (Norfolk Aggie) as Brockton’s preferred vocational school for Chapter 74 nonresident tuition purposes.
Superintendent Dr. Taheliani recommended the policy action after district staff discovered students were attending multiple agricultural vocational schools without a written district preference. Under DESE guidance, a district may adopt a policy naming preferred vocational schools to direct student applications to that school before others for purposes of tuition and transportation responsibility.
Why it matters: Committee members noted the designation helps the district plan for tuition and transportation costs. The superintendent reported 29 Brockton students currently attend Norfolk Aggie at a tuition rate she listed as $27,905 per student (roughly $788,000 total) and four students attend Bristol Aggie at $29,000 per student (roughly $116,000). Because the Bristol students are a small group, the district uses private contracted transportation for those students; the superintendent cited roughly $36,000 in private transportation costs for Bristol Aggie students this year.
The committee voted to suspend the usual rule to act that night because the superintendent had applications pending; Vice Chair Tony Rodriguez made the motion to waive and act, and the motion to designate Norfolk Aggie passed unanimously.
Next steps: The superintendent will notify families and DESE as required and will include the policy change in upcoming transportation and budget discussions. Students already accepted by other schools will be handled in accordance with DESE rules and the district’s newly adopted policy.
