Troutdale approves $7,500 sponsorship for Mount Hood Jazz Festival after debate over amount

The Troutdale City Council approved a $7,500 sponsorship for the 2025 Mount Hood Jazz Festival on Feb. 11, 2025, after a presentation from festival organizers and discussion among councilors.
Dan Davy, jazz director and festival director for Mount Hood Community College, described the festival as an educational and community event that hosted roughly 1,600–1,800 students last year, including 80 ensembles and 12 professional concerts. He said the festival brings students, educators and visitors to East Multnomah County and partners with businesses and municipalities in the area.
Councilors discussed prior city contributions and budget pressures. Staff noted the city has previously given $5,000 in 2023 and $6,500 in 2024 and that any donation outside the adopted budget requires a council vote and a later budget adjustment. One councilor proposed a friendly amendment to reduce the sponsorship to $5,000 citing tight city budgets; the motion to amend was not seconded and did not proceed. Council then voted on the original motion.
The motion to sponsor the festival at $7,500 passed in a roll-call vote; the council recorded five votes in favor and one opposed. The festival team said Troutdale will host additional performances this year and provided event dates and promotional information. Administrative staff will place the approved contribution in the appropriate account and record the budget adjustment at the June modification process.
The council asked staff to publicize the Troutdale events and provide dates and a web link in the city’s event communications.
