The report, commissioned by Marshall and prepared by Dr. Varshney using the InPlan model, also estimated nearly $2.4 billion in new labor income over the same period and an increase in tax revenue that the presentation described as about a 90.9-basis-point addition to El Dorado County general-fund receipts.
