Tooele City Council on Feb. 12 approved a series of land-use items including conditional use permits, site-plan reviews and a preliminary subdivision plan, and tabled a rezoning request pending a land-use map amendment.
The council voted unanimously on each motion recorded in the meeting. Key approvals included conditional use permits for a three-unit townhome project at 389 East Vine Street; an accessory storage building at 777 West Vine Street; and an 8-by-14-foot accessory storage/display structure at 832 North Main Street (in front of Cal Ranch). The council also approved the site-plan design review for the 389 East Vine townhomes, a single-lot preliminary subdivision labeled Deseret Peak (0.85 acres at 2200 North Bear Boulevard), and a site-plan for Lexington Townhomes Phase 3 at 625 West 1200 North. Finally, the council tabled a rezoning request for property at 1405 North Conifer Street until the land-use map change is in process.
Why it matters: The approvals clear the way for near-term private development across several parts of the city — including infill townhomes on Vine Street and multifamily work in the MR-16 zone — while the tabled rezoning preserves a procedural safeguard by matching zoning to the city's land-use map before any rezone vote.
Decisions and motions (high-level) - Conditional use permit: 389 East Vine Street (3-unit townhome). Motion to approve made and seconded; result: approved, 7-0. Application number: 2024021. Staff recommended approval subject to conditions in the 02/06/2025 report.
- Conditional use permit: 777 West Vine Street (accessory structure; lot coverage 8.6%, proposed building height ~18'10—; motion approved to allow up to 19 feet). Motion to approve made and seconded; result: approved, 7-0. Application number: 2025007.
- Conditional use permit: 832 North Main Street (8x14 storage/display building for Cal Ranch). Council approved with additional condition requiring reflective material on the four corners of the structure; result: approved, 7-0. Application number: 2025012. Motion language specified reflective wrap on all four corners at no less than 3 feet above grade.
- Site-plan design review: 389 East Vine Street (three townhomes; parking and landscaping). Motion to approve with added condition requiring a different exterior material on side facades (minimum 30% of each side facade); result: approved, 7-0. Application number: 2024022.
- Preliminary subdivision plan: Deseret Peak single lot (0.85 acres at 2200 North Bear Boulevard), including dedication of right-of-way along Barrett Boulevard; result: approved, 7-0. Application number: 2024002.
- Site-plan design review: Lexington Townhomes Phase 3 (625 West 1200 North, MR-16). Motion to approve; result: approved, 7-0. Application number: P22-1191 (referenced April 2023 staff report).
- Rezoning request: 1405 North Conifer Street (applicants Brandon and Jenny Ney). After an extended public hearing, the council voted to table the rezoning until a corresponding land-use map amendment is processed; result: tabled, 7-0.
- Minutes: Council approved minutes of the Jan. 22, 2025 meeting (with a spelling correction noted) by unanimous vote.
Notes on record and next steps: Several approvals carried staff-recommended conditions; where the council added mitigation (for example, the reflective wrap requirement for the Cal Ranch storage structure and a material variation requirement for the 389 East Vine facades), those conditions were recorded in the motions and will appear on the permits and plans. The rezoning for property on Conifer will not be scheduled for final consideration until the land-use map amendment is filed and processed, per legal staff and the planning commission discussion recorded in the meeting.
