Staff explained the owner holds several small, substandard lots that are treated as merged under local ordinance because they are in common ownership and under the minimum fee area. Cobble Hill asked for frontage relief (10 feet) to create a new buildable lot and separately sought confirmation of zoning conformity for an existing house and accessory garage on adjoining merged lots. Staff noted that a majority of nearby lots already have nonconforming frontage and that the resulting density would conform with the future land‑use map.
Staff recommended approval on both applications subject to a merger determination from the zoning enforcement officer that allows the proposed parcels to be treated as separate lots for zoning purposes. Commissioners said the proposals were consistent with neighborhood scale and housing goals and voted to forward positive recommendations to the zoning board.
