City staff briefs council on legislative matters; Terrell ISD bond and Kaufman County juvenile detention bond set for May ballot

Omayra Mata, the city’s policy analyst, briefed the City Council on federal and state developments and upcoming advocacy opportunities during the Feb. 11 meeting.
Mata told council HUD funds and Section 8 voucher payments were distributed as usual and no current federal grant payments to the city were interrupted. She reported two ballot measures that will affect local voters: Terrell Independent School District’s board voted to place a $274 million bond proposition on the May 3, 2025 ballot; Kaufman County Commissioners Court approved a resolution to place a $37.5 million juvenile detention center bond on the same May 3 ballot.
Staff explained the council may choose to adopt its own resolution of support or opposition for either question or submit individual letters; Mata said staff will provide further materials and a breakdown of the proposed uses if council requests it. Kaufman County Day and North Texas Commission events are imminent; staff urged council members attending to schedule meetings with state and federal officials. Mata also briefed the council on Senate Bill 102 (notice and petition for creation of municipal utility districts in certain counties) and said some counties (Rockwall County cited) had passed resolutions opposing the bill as currently drafted and asking for stronger local control language.
Councilmembers asked to have presentation representatives appear at a future meeting so council can learn specifics about the ISD bond and the county juvenile detention bond; mayor and staff said they will invite Terrell ISD and county representatives to discuss measures and provide detail before any council resolution.
