School committee delays final sign‑off on school‑police camera MOU, extends current agreement to March 13

He said he expected the parties to resolve remaining questions within about two weeks.
Attorney Ian Keith, who helped draft the MOU, said the latest changes were primarily clarifications and that "I think we're very close" to language that reflects current practice. The committee and staff discussed two issues that prompted the extension: confirming the documented practice of taking still images from exterior cameras for law enforcement purposes, and precisely defining who may access footage and under what circumstances.
Vice Chair Monroe Naylor and others emphasized the community engagement process and said the draft sought to balance safety, transparency and equity. Committee member Miss Hurst and the city solicitor asked staff to ensure the new MOU either supplants or explicitly reflects any prior policy or agreement about exterior cameras.
Mister Collins moved to extend the current contract to the March 13 meeting and the committee approved the motion by roll call (Mister Gonzales, Attorney Murphy, Mister Collins, Miss Gresham, Miss Hurst, Miss Monroe Naylor and Mayor Sarno all recorded "Yes"). Committee members left the record open for completion of legal review and final sign‑off by the superintendent and the police superintendent.
Officials said the proposed MOU separates interior and exterior camera access rules and aims to codify current practices while making the agreement readable to non‑lawyers. The school committee did not vote to adopt the new MOU at the meeting; the extension preserves the existing contract while attorneys finalize the draft.
Staff were directed to return with the revised MOU and any clarifying language about prior policies or agreements before the March 13 meeting.
