Staff described new CSBA language that tightens rules around contributions from parties to proceedings involving district contracts, citing a lower reporting threshold (the recommended policy references $500 in the updated sample) and expanded disclosure and curing provisions. The board discussed Form 700 filing requirements and that certain conflicts require recusal, removal from the room for closed‑session items, and public disclosure in open session when a matter decided in closed session involves an oral statement required by statute.
On elections language the board chose to keep a 200‑word limit on candidate statements (the district historically uses 200 words) and agreed that candidate statements should be paid for by candidates rather than by the district. Trustees also discussed tie resolution options; the board selected the runoff‑election option rather than deciding ties by lot. Staff noted the district can eliminate optional provisions and will remove the alternative 400‑word option from the draft.
The board reviewed gift and honoraria rules and how they relate to public officials, and staff said the district’s employee gift policy (4,000 series) remains separate and will be reviewed with personnel policy updates. Trustees asked staff to confirm the current county practices and cited the need to check local elections office procedures for any required county‑level variances (staff agreed to follow up).
No final binding policy adoptions occurred at the study session; staff will return revised draft language and confirm county guidance and citations before bringing the items back for a second reading.
