Guymon Utilities Authority approves $1.6 million budget amendment; updates on Mesa water route and school line relocation

The Guymon Utilities Authority voted 4-0 to approve Budget Amendment No. 1 for Fund 65, restoring $1,600,000 in revenue that was omitted from the adopted fiscal year 2025 budget due to a clerical error.

City Manager Michael Shannon told the authority the revenue figure had been included in the December presentation but was left out of the formal fiscal-year documents during processing; the amendment corrects that clerical omission and "adds $1,600,000 revenue back into our 2025." The motion to approve the amendment passed with recorded "aye" votes from council/authority members Alvidrez, Setzer, Eidson and Vice Mayor Geraldine Sanchez.

On project updates, Shannon said the Mesa water project has progressed: the city has procured additional easements and design work is underway, and early engineering estimates that once looked to exceed a half-million dollars have been reduced to about $180,000 for the phase described as "getting the water to town." Separately, Shannon reported that water-line relocation work to support construction at Northeast School is beginning shortly; material deliveries have started and the school district will reimburse the city for relocation costs tied to the new third- and fourth-grade building construction.
