Joining the MASDOCS forms ensures the town’s requirements (including affordable housing restrictions tied to state funds and Community Preservation Act resources) are expressed in a document set familiar to lenders and counsel.
Select Board members asked about legal risk and whether signing the joinder would commit the town; counsel said the joinder is a streamlined way to participate and that communities routinely sign. Town counsel and the project’s representatives confirmed that the town could opt out of particular parts of the process if necessary.
The board voted to enter the MASDOCS joinder agreement as presented and authorized the chair to sign, updating the document’s references where it listed the template text “city/town/consortium” to read “Town of Templeton” and indicating the Select Board office as the notice address. The motion passed by recorded vote (Tim — Yes; Jeff — Yes; Matt — Yes; Terry — Yes; Chair — Yes). Town staff and counsel will pursue an electronic signature process to complete the closing paperwork.
