Resident asks oversight committee to place tenant‑association participation on next agenda

Ross Donald, a resident of 2525 H Chambers Street, asked the Town of Needham Finance Community Housing Oversight Committee on Feb. 10 to place an item on the committee’s March agenda to discuss formal roles for resident associations and tenant organizations.
Donald told the committee his building’s resident association had completed an election process and was trying to define how residents could participate in development- and oversight-related processes. He said he had encountered the term “party in interest” in statutory language and wanted the committee to discuss whether residents could be declared such a party in development or regulatory matters.
Donald said resident leaders are speaking with a tenants’ union and an entity he identified as EOHLC about proposed rules and regulations to clarify tenants’ obligations and rights to participate. “What I’d like to do is… have a spot on the agenda at the next meeting, to perhaps discuss some of these things,” he said.
The committee did not take formal action on the request during the Feb. 10 meeting but acknowledged the comment and proceeded with the published agenda. The chair and staff indicated there is room to add substantive items to the March 10 meeting agenda.
Ending: The committee’s next meeting is scheduled for March 10; Mr. Donald and representatives of tenant groups may appear then if the committee places the item on the agenda.
