Needham committee reviews Howard School MSBA timeline and flags cost risks

Hank (project staff) said the town met with an MSBA OPM review panel and expects a letter of approval that will allow the town manager to sign an OPM contract and begin a request-for-services (RFS) for design firms. The committee discussed upcoming designer-selection panels in May (two meetings: shortlisting and interviews) and a preliminary program development (PDP) phase that staff expect to start in June and to carry through the summer.
Hank and other staff outlined a schedule that aims to complete program development and preliminary schematic work by December 2025 and to complete schematic design by mid-2026, with a target vote request and ballot question to the Secretary of State by August 2026 and a potential town vote in October and ballot question in November 2026.
Committee members raised fiscal-risk questions. One member asked whether federal or state funding volatility, tariffs on imported materials or commodity-price shifts could change project costs. Lynn (project staff) said the town tracks estimates with two cost estimators and will add escalation allowances if market increases persist after about three months. Staff noted MSBA is funded primarily from state sales-tax receipts and that MSBA has, in the past, granted additional funds when project costs escalated significantly.
Staff also noted the MSBA requires study of both grade-scenarios the district is considering (a 7–8 configuration and a 6–8 configuration) and said the feasibility study must document educational advantages and site constraints for a preferred option.
Why it matters: the Howard School project is on an accelerated schedule of program and schematic work that could lead to a town ballot question in November 2026; committee members said they want continued attention to escalation risk, contingency planning and clear programmatic engagement with Pollard and High Rock stakeholders.
Hank said no committee votes were required at this meeting; staff will return with materials on representation for the designer-selection panel and additional details for public and staff engagement as work begins.
