Needham committee to test sidewalk removal pilot as town weighs cost-sharing option

The Mobility Planning and Coordination Committee on Feb. 10 directed staff to present a neighborhood summit and possible pilot that would test strategic sidewalk removal in parts of town, while members debated an alternative cost-sharing ("betterment") model used by other cities.

The meeting, held in Powers Hall and on Zoom, continued a months-long committee conversation about how to reduce the town's sidewalk inventory so the Department of Public Works can maintain what remains. Tyler (staff member) said he wants the pilot and summit scheduled in mid-March and to "not lose momentum" on moving the idea forward.

Committee members and staff described two broad options to present to residents: 1) a removal pilot that would identify sidewalk segments for permanent removal to reduce the town's maintenance burden; and 2) a cost-sharing or betterment program, similar to a City of Newton program, in which homeowners pay a portion of construction costs and the municipality covers the remainder. Tyler said the summit should present both options to get a temperature check from neighborhoods.
